Durham Region Doesn’t End at the GTA Boundary

Most people picture Durham Region as Oshawa, Whitby, Ajax, and Pickering, the commuter towns strung along the 401 and the GO line. But Durham’s outer townships, Clarington beyond Bowmanville, Scugog around Port Perry, Uxbridge to the north, and Brock out toward Beaverton on Lake Simcoe, cover a much larger, more rural landscape than the commuter belt suggests, and each one handles garden suites a little differently in practice even though the provincial rules are identical on paper. Every municipality in Durham Region, from Oshawa to the smallest rural township, operates under the same provincial ARU framework. Bill 23 and O. Reg. 462/24 entitle most serviced residential lots to as-of-right development of up to three residential units, typically the main house plus two additional units such as a basement apartment and a detached garden suite. As-of-right status means no local council can force a project through a rezoning or a minor-variance hearing simply because a homeowner wants to add a backyard suite, which is true whether the lot sits in a Clarington subdivision or on a rural concession road near Uxbridge. What differs township by township is everything underneath that floor: the specific setback, height, and lot-coverage numbers in each local zoning bylaw, and whether a given property is on municipal services or relies on a well and septic system. Township by Township: Serviced Villages vs Rural Septic

The clearest dividing line across Durham’s outer townships is servicing, and it rarely maps neatly onto municipal boundaries. In Clarington, Bowmanville and Courtice are almost entirely on municipal water and sewer, while Newcastle mixes a serviced village core with septic-dependent rural edges. Scugog Township follows a similar pattern around Port Perry: municipal services downtown, septic systems as soon as you leave the built-up area toward the surrounding lake communities. Uxbridge Township, further north, is largely rural with septic and well servicing outside its own compact downtown. Brock Township, home to Beaverton, is mostly septic-serviced once you leave the lakeside village core. The practical takeaway is that no township in Durham’s countryside is uniformly one or the other, which means the servicing question has to be answered lot by lot, not assumed from the municipality’s name on a map.

What It Costs Across Durham’s Outer Townships

Costs across Durham’s outer townships fall within the same general range as the rest of our service area, but where a specific project lands depends heavily on the servicing pattern described above: custom garden suites run $285,000 to $450,000 or more all-in, and prefab options start from around $225,000, with design and permitting typically adding $15,000 to $35,000. Fully serviced village and subdivision lots, common in Bowmanville, Courtice, and downtown Port Perry, tend to sit in the middle of that range with predictable utility trenching. Rural and lakefront properties needing a septic system installed or upgraded, more common in Scugog’s outer areas, Uxbridge, and rural Brock Township, should budget above that baseline. In every case, a legal, permitted second unit widens the pool of future buyers for the property, since multigenerational families and investors both recognize the value regardless of which township it sits in.
